strange noise after adjusting the valves

I just adjusted my valves at 4000 miles, and I got them all to .003 inches after about 45 minutes of adjusting and re-adjusting. I couldn'd a torque wrench small enough to fit the lock nuts so I just tightened them as hard as I could with a hand wrench. Now, I put it all back together and there is a terrible tapping sound coming from the top of the engine. A mechanic told me that the engine might not have been at top dead center when I adjusted them, but I folowed the clymer manual exactly. One thing I'm not sure about however, is that the manual says to wiggle the rocker arms to see if they have free play. Do they mean wiggle the wrench you use to turn the engine back and fourth or the actual rocker arms? I could never get it to where i could move the rocker arms at all. This must sound confusing, but I appreciatre any help I can get.
